This is because these companies have invested the time and capital into their products to make them more reliable and to create a feasible back up plan for when issues do arise. Because making the services reliable more than 95% of the time is very costly, typically only the larger web hosting companies that charge a significant amount for their services are able to make this claim. There is no company that can truthfully claim 100% up time for all of their customers because one never knows what the future may hold.
