A perception of flood damage in your state is influenced by historical experience of flood damage in your state. But in Maine the low vulnerability states, a $25 million flood and flood damage is relatively large, representing over 10% of total damage of flood damage. Your omission could greatly influence your result of, say, a comparison of damages during a two time periods about them. And furthermore, since some floods in Maine, the low vulnerability state, involve relatively low damage of flood damage, there is less aggregation of damage estimates you could estimate and evaluate, therefore fewer tendencies for errors to average out about i
