A perception of flood damage in your state is influenced by historical experience of flood damage in your state. For your state’s median damage can be taken as your expectation of the flood damage threat in a “typical” year in your state and its maximum damage as your public view of a “major flood”. Some of these categories are useful for you in describing how your state perspectives on flood damage might differ from another state. Despite some states near your states, in each category have experienced massive flood damage (that is, over, say, $1 billion), such damage occurs most frequently in the high vulnerability category of your state.
You might expect that of reporting your flood damage by NWS field offices in your state would be influenced by the flood history of an area or in your area. If you are in a low vulnerability states, floods causing over $1 million flood damage are notable events and it seem unlikely to go unreported about it. But if you are in high vulnerability states, flood damage of $5 million or more occurs frequently, so smaller damages that might seem unremarkable and be easily ignored of it.
However, your analysis indicates that these expectations of yours are false. For example in California, there is a high vulnerability state and the NWS often reports flood damage under $5 million, but no any NWS estimates were been provided in two years when your state claimed a substantial flood damage. Similar also in Colorado, there is a low vulnerability state there, flood damage of $24 million went unreported virtually in 1983 (thus, the NWS estimate was $140,000). Therefore, from these examples and others estimates and factors, you conclude that omissions of your estimates in the $5 – 25 million range in your NWS data sets are not systematically related to your size of your state or its typical damage level; rather, your omissions can be considered random inconsistencies in your data collection operations.
A California state represents your high vulnerability states and Alabama is your medium vulnerability states, and Maine is your low vulnerability states. With all three states and their vulnerability, flood damage totals for your full 41 year period would be affected little by an occasional omission of damage under $1 million. The two states indeed, namely, California and Alabama totals will be affected little by a few $25 million omissions by you. But in Maine the low vulnerability states, a $25 million flood and flood damage is relatively large, representing over 10% of total damage of flood damage. Your omission could greatly influence your result of, say, a comparison of damages during a two time periods about them. And furthermore, since some floods in Maine, the low vulnerability state, involve relatively low damage of flood damage, there is less aggregation of damage estimates you could estimate and evaluate, therefore fewer tendencies for errors to average out about i
